High-ranking diplomats have urged Rubio to exclude Ukraine from the 90-day aid suspension. He has already exempted Israel, Egypt, and emergency food programs, but Ukraine was left out. Without this exemption, support for schools, hospitals, and energy infrastructure may stop. As of Friday, agencies in Kyiv were ordered to halt operations.
President Donald Trump's executive order led to the aid freeze. Reports initially suggested all support, including military aid, would be affected. However, Ukraine's President Zelensky affirmed that military aid continues. Some support centers in Ukraine have reportedly received stop-work orders.
