In Wake of Trump Win, Biden State Department Issued Internal DEI Cable Touting 'Reflection Rooms' and 'All-Gender Restrooms' at US Embassies

In November 2024, two weeks after Donald Trump won the presidency, the State Department under Secretary Antony Blinken sent an internal cable promoting diversity, equity, and inclusion (DEI) initiatives. This effort aimed to support DEI practices in preparation for Trump's administration. The cable outlined programs for creating inclusive workplaces, describing plans for "reflection rooms" and "all-gender restrooms" in U. S. embassies and consulates.

The cable titled "Developing a More Inclusive and Accessible Work Environment" stated that the State Department was working to ensure that its spaces were welcoming and supportive of all employees. It also referenced Blinken's Modernization Agenda, focusing on fostering a resilient and inclusive environment.

The message included information on ongoing efforts to provide dedicated spaces for quiet meditation or reflection for employees at domestic and overseas locations. A "Reflection Room Repository" was mentioned for employees to find these spaces easily. The cable encouraged facility managers to identify single-occupant restrooms for guests and employees who desire privacy or need to adhere to their gender identity.

The communication emphasized the need for inclusivity in restroom options across the agency’s buildings, noting that most office premises already have single-occupant facilities. There were recommendations for modifying traditional restrooms to include features like baby changing stations and privacy enhancements while being mindful of local cultural norms regarding gender interactions.

The State Department has invested around $80 million into initiatives promoting racial equity and preventing discrimination based on gender and sexuality. Following Trump’s election victory, some employees expressed concerns about preserving DEI policies. Discussions within the department suggested that staff could keep the spirit of DEI by renaming roles and maintaining dedicated personnel under new titles.

Employee organizations, like American Muslim Friends at State (AMFAS), successfully sought the establishment of facilities that cater to specific needs, such as ablution capabilities in bathrooms.

Changes to the design standards for new embassies and consulates require that a single-occupant universal restroom with a bidet and appropriate signage be included per floor, highlighting an ongoing commitment to DEI.

Many within the State Department view DEI initiatives as essential and believe any potential rollback by the incoming administration poses a threat to progress made. The DOE message intended to reassure staff of continued commitment to inclusivity and representation.
