California Governor Gavin Newsom has signed a new law that limits the entry of military personnel from other states into California. This law requires explicit approval from the governor before any out-of-state military forces can deploy for duties in the state.
The bill, introduced by Democratic Sen. Bob Archuleta, aims to protect California’s sovereignty by ensuring that only authorized military missions occur within its borders.
Archuleta emphasized that out-of-state military forces should not be used to enforce federal laws in California without permission.
Newsom's office indicated this law addresses concerns about the Trump administration regarding the use of states and military resources.
The law distinguishes between federal active-duty personnel under Title 10 and out-of-state forces that could enter under Title 32.
Newsom criticized Trump for using the National Guard as a political tool and for violating states' rights.
This legislation comes in response to previous conflicts over the deployment of the California National Guard, especially during protests in 2025.
The new law aims to enhance California's control over its military engagements and ensures that out-of-state military personnel can only operate with the governor's consent.
