The House of Representatives has approved a significant sanctions bill aimed at increasing economic pressure on Russia and Iran. The legislation honors the late Senator Lindsey Graham, who strongly supported it before his death.
The bill, named the “Lindsey O. Graham Sanctioning Russia and Iran Act of 2026,” passed the House and previously received strong Senate support with an 86-11 vote.
It aims to reduce Russia's financial resources by targeting foreign countries that buy Russian oil and gas, specifically allowing the U.S. President to impose tariffs up to 100% on these nations, including major purchasers like China and India.
Representative Michael McCaul emphasized the bill's goal to weaken Russia's military capabilities and described it as a moral imperative.
There are concerns from Representative Don Beyer about the bill having potential loopholes, allowing broad discretion in imposing tariffs without proper oversight.
Despite criticisms, supporters believe the sanctions could force Russia's President Vladimir Putin into negotiations to resolve the ongoing conflict.
