China Launches Global Campaign to Spread Internet Repression, Surveillance Tools

The Chinese government has carried out a global campaign to disseminate its oppressive internet policies and digital surveillance tools, hosting seminars on cyber censorship with officials from at least three-dozen countries over the past two years, according to a new report.

In its annual study of internet openness, Freedom House, a democracy and human rights watchdog, warned Chinese efforts to spread its "Digital authoritarianism" pose a threat to an open internet and the spread of democracy across the world.

Freedom House research director Adrian Shahbaz, who authored the report, said China is working to create a network of countries that will impose its internet censorship model.

Since early 2017, Chinese officials have led weeks-long seminars on censorship and surveillance with representatives from 35 of the 65 countries assessed by Freedom House.

"Officials in Beijing hope to cultivate allies to follow its lead on global internet policy."

Chinese tech companies have supplied telecommunications hardware, advanced facial-recognition technology, and data-analytics tools to several governments with poor human rights records, which could benefit Chinese intelligence services as well as repressive local authorities, the report said.

Chinese firms, including Huawei, have installed internet and mobile network equipment in at least 38 of the tracked countries and have provided artificial intelligence and facial recognition tools to governments in 18 of the countries.

U.S. Launches Crackdown on Chinese Economic Espionage
Amid unfulfilled Chinese government promises not to spy on U.S. companies, Attorney General Jeff Sessions on Thursday announced a major initiative to counter multi-billion dollar theft of American technology from Chinese economic espionage.

"Chinese economic espionage against the United States has been increasing-and it has been increasing rapidly," Sessions said.

As part of the crackdown, the Justice Department announced the indictment for the first time of a state-run Chinese company involved in a plot to steal advanced U.S. semiconductor technology.

A federal grand jury in San Francisco indicted Chinese and Taiwanese company and three people for targeting the Idaho-based Micron Technologies, which is leading in development of an advanced semiconductor technology called DRAM-dynamic random-access memory.

The indictment identified the Chinese company as the Taiwan semiconductor manufacturer United Microelectronics Corporation, and the Fujian Jinhua Integrated Circuit, Co., Ltd, the state-owned company.

"Today, we see Chinese espionage not just taking place against traditional targets like our defense and intelligence agencies, but against targets like research labs and universities, and we see Chinese propaganda disseminated on our campuses, he said."

"The Chinese government is determined to acquire American technology, and they're willing use a variety of means to do that-from foreign investments, corporate acquisitions, and cyber intrusions to obtaining the services of current or former company employees to get inside information," Wray added.
