The €1 Billion Plan to Permanently Fund Europe’s “Disinformation” Industry

A proposal has emerged for a permanent funding source to support Europe’s organizations that monitor online speech and disinformation. This plan comes from the Global Disinformation Index (GDI) and aims to create a €1 billion endowment to ensure these organizations can continue their work regardless of political changes.

The GDI is promoting a €1 billion fund aimed at funding organizations involved in fact-checking, oversight, and digital rights advocacy.

This funding structure is designed to shield these organizations from the effects of changing government priorities and to provide a stable financial base.

A significant part of the proposal includes annual distributions of about €45 million, representing one-third of the sector's estimated budget.

The authors of the proposal, Richard Woods and Mark Scott, argue for fixed investment mandates to protect against political fluctuations in funding.

GDI previously faced criticism from the Trump administration, which accused it of fostering censorship of American speech. This prompted funding cuts and scrutiny of its work.

The GDI claims its efforts have redirected approximately $200 million from “high risk” publications based on their ratings.

GDI defines disinformation broadly, encompassing harmful or misleading information and structures its funding to help sustain organizations that align with its goals.

The proposed funding would ensure long-term financial support for the watchdogs, with plans for renewable grants covering operational costs and infrastructure.

This proposed funding plan raises questions about control and oversight of organizations that would receive support. It aims to ensure the ongoing work of groups that monitor and regulate online information, despite the complex relationship these organizations have had with political entities and funding bodies in the past.
