New York Governor Kathy Hochul has been rated the worst state leader in the U.S. for safeguarding constituents’ freedoms, according to the Cato Institute's 2026 “Freedom in the 50 States” report.
• Hochul ranked 50th, receiving an “F” with a low score of 18.02% for her policies' impact on New Yorkers' freedoms.
• The study assessed various economic and personal freedoms, including fiscal, housing, education, and medical policies.
• New York itself was rated 49th in overall freedoms, just ahead of Hawaii with a score of 31.9%.
• Contrastingly, Montana's Governor Greg Gianforte achieved the highest freedom score at 62.31%, with several Republican governors among the top rankings.
• The report is noted for being the first to evaluate individual governors directly.
• Hochul’s office dismissed the report, arguing that the Cato Institute's definition of freedom does not align with their values, emphasizing economic fairness and safety over unregulated freedom.
As Hochul seeks re-election with a substantial lead over her opponent, the negative study could influence voter perceptions amidst ongoing campaigning.
