California Governor Gavin Newsom has signed the “Stop Nick Shirley Act,” which expands the Safe at Home address confidentiality program aimed at protecting certain nonprofit employees who assist individuals with immigration issues.
The legislation, introduced by Democratic Assemblywoman Mia Bonta, will take effect on October 1, 2027.
Supporters argue that immigrant service providers face increased threats and harassment, necessitating stronger protections.
Bonta highlighted the fear experienced by immigrant service providers due to anti-immigrant sentiments.
Critics, however, express concerns that this law could discourage independent journalists from investigating potential fraud within nonprofit organizations.
The act is named after Nick Shirley, an independent journalist known for investigating nonprofits for suspected fraud.
Shirley contends that the legislation arose as a response to his investigations that exposed fraud in immigrant communities.
A controversial incident involving Shirley occurred at the California State Capitol, resulting in complaints against Terry Schanz, a chief of staff for a state assembly member, for confronting Shirley inappropriately.
The “Stop Nick Shirley Act” reflects ongoing tensions between protecting immigrant service providers and addressing concerns about transparency and accountability in nonprofit organizations.
