A month before the 2020 election, the FBI sat on "first-hand eyewitness testimony" by Hunter Biden business partner Tony Bobulinski that Democratic nominee Joe Biden himself was involved in his son's dealings with Chinese energy company CEFC, according to Sen. Ron Johnson (R-Wisc.).

- Agent Thibault didn't follow up with Bobulinski when the partner claimed to have spoken directly to the elder Biden about the Chinese government-linked CEFC deal and that the future president, referred to as the "big guy," was due a 10% cut in a new corporate entity.
- Thibault closed another investigation of the younger Biden in October 2020 without providing a valid reason as required by FBI guidelines.
