Trump administration proposes reallocating $250M in foreign aid to fund deportations of Ukrainian, Haitian migrants

The Trump administration is exploring a plan to use $250 million in foreign aid to create a voluntary deportation program aimed at migrants from conflict zones, particularly targeting Ukrainians and Haitians who are currently under Temporary Protected Status (TPS).

• TPS was granted to Ukrainians in 2022 after Russia's invasion and to Haitians in 2010 due to unsafe conditions in their home countries.

• The proposed plan includes offering $1,000 stipends to migrants who agree to return to high-risk countries such as Afghanistan, Syria, and Yemen.

• The program could impact over 200,000 Ukrainians and 500,000 Haitians.

• The proposal aims to bypass the International Organization for Migration (IOM), which opposes returns to dangerous areas.

• The administration is also seeking to lift an injunction preventing the termination of humanitarian parole for over 500,000 migrants from Cuba, Haiti, Nicaragua, and Venezuela.

• Department of Homeland Security (DHS) has confirmed the proposal, although it labeled the draft documents as "outdated. "

• The plan represents a significant use of foreign aid for mass deportations, deviating from conventional refugee assistance.

If enacted, this plan would significantly alter U. S. immigration policy, specifically affecting many migrants under TPS while seeking to dismantle Biden-era protections by incentivizing voluntary departures.
