This is pure unadulterated
irresponsible foolishness on the part of President Obama. He is
committing $100 billion American taxpayer dollars to solve a "problem"
of increasingly dubious merit. The US is hopelessly in debt,
only constitutes approximately 2% of the earth's surface and can ill
afford to continue spending (wasting) taxpayer money on something that
in reality is more of a political matter having little if any scientific
