United Front System: The Young Envoys Scholarship (YES) program, managed by the China Education Association for International Exchange (CEAIE), is linked to China's United Front, which U.S. lawmakers describe as a strategy for engagement, influence, and intelligence operations aimed at shaping foreign policy.
Propaganda Focus: U.S. Congressman John Moolenaar has cautioned local jurisdictions about partnering with China's study programs, stating they function as propaganda operations rather than authentic cultural exchanges.
Ideological Guidance: The organization running the YES program reportedly states on its Chinese website that it is guided by "Marxism-Leninism."
Broad Participation: Approximately 83 American universities and at least 27 K-12 schools are involved in China's YES program.
Examples of Engagement: Some trips involve meetings with groups identified as part of China's United Front, such as the Chinese People's Association for Friendship with Foreign Countries and the China-United States Exchange Foundation (CUSEF), which are accused of seeking to influence leaders and engage in political warfare.
Controversial Tours: A trip to the Xinjiang region for Chicago high school students, sponsored by YES, did not address the persecution of the Uyghur population, which the U.S. State Department has determined to be genocide.
Bilateral Exchange Contrast: This offer contrasts with former U.S. President Donald Trump's suggestion of welcoming up to 600,000 Chinese students to the United States.
