Curb politians' enthusiasm

It's not often that this newspaper agrees with conservative U.S. Sen. Pat Toomey, R-Pa. But in the face of seemingly incurable gerrymandering, his bill to set congressional term limits sounds pretty darn good.
Toomey reintroduced a term-limit bill Wednesday that would amend the U.S. Constitution to restrict members of the House to six years and the Senate to 12. His co-sponsor is Louisiana Republican David Vitter.
