• Penn claimed that changes to the election timing and structure have favored far-left candidates and harmed moderate Democrats.
• Only about 400,000 votes influenced the outcome in a city of 8 million, suggesting a low voter turnout.
• The primary election date was moved from September to June, reducing participation and allowing activist candidates to dominate.
• Mamdani may face Republican Curtis Sliwa and incumbent Mayor Eric Adams in the general election, which will not use ranked-choice voting.
Penn warned that the current primary system poses a significant challenge for the Democratic Party ahead of the general election.
