Why Was The Swat Team Ordered To Stand Down In Navy Yard Disaster?

Could this be an instance of political correctness by the "higher-ups" ordering the stand down?  To do so makes no sense whatever.  Unless.  If such an order was given, it is clearly intended to promote gun control legislation.  Did anyone notice how fast the gun control advocates such as Diane Finestein came out of the woodwork proclaiming that this is yet another example of why gun control legislation is imperative?  By the way has anyone noticed that the common thread with the vast majority of these incidences is mental illness and psychotropic drugs that have on their warning lable something like this - may cause acts of violence and suicide thoughts?  Why isn't that the focus of the powers that be?  Hmm...
