Audit of Minority Business Development Agency Finds Mass Oversight Failure

An audit by the Inspector General has revealed alarming issues within the Minority Business Development Agency (MBDA). The audit indicates a severe lack of oversight, with 96% of audited transactions deemed improper.

● The audit reviewed $16 billion in transactions from the MBDA's business center program, which supports minority-owned businesses.

● Out of the total transactions reviewed, $15.4 billion were identified as inappropriate due to reasons such as duplications and insufficient documentation.

● A specific case highlighted included a business obtaining a $33 million contract without required paperwork.

● Judge Glock, a researcher at the Manhattan Institute, commented on the unprecedented level of improper payments found in this audit.

● In March 2025, President Trump issued an executive order to eliminate the MBDA, but a federal court blocked this action, leading to the dismissal of agency employees in October 2025.

● The audit, conducted under the Biden administration, focused only on ten business centers known for poor bookkeeping, so results may not represent the entire agency.

● The report criticized the MBDA for not adequately reviewing documentation to confirm the efficacy of job creation claims made by Business Centers.

● Previous audits had pointed to similar issues, indicating a long-standing problem with oversight at the agency.

● The lack of oversight raised concerns about potential fraud within minority contracting, though the audit did not provide evidence of fraud.

● Erroneous approvals inflate performance metrics, misleading stakeholders about the effectiveness of MBDA programs.

The audit underscores significant governance challenges within the MBDA, highlighting systemic failures in oversight and documentation practices. As discussions continue regarding the future of the agency, the findings raise important questions about its potential revival and how to prevent past issues from reoccurring.
