The House of Representatives failed to pass a continuing resolution (CR) on Wednesday to extend government funding for six months and reduce the risk of noncitizen voting. The CR included Rep. Chip Roy's (R-TX) SAVE Act to require documentary proof of U.S. citizenship when registering to vote and to require states to remove noncitizens from their voter rolls.
The CR was defeated 220-to-202, with 14 Republicans voting against it. However, nearly all of them voted in favor of the SAVE Act when it came to the House floor as a standalone bill earlier this year. The Senate has refused to take up the SAVE Act, so House Leaders were attempting to force a Senate vote by including it in the CR.
The House did pass two immigration-related bills this week. On Wednesday, it overwhelmingly passed the Violence Against Women by Illegal Aliens Act (H.R. 7909), 266-to-158. And on Friday, it passed the No Bailout for Sanctuary Cities Act (H.R. 5717), 219-to-186.

Border Encounters remain above historical norms
The Department of Homeland Security released its nationwide encounters report for the month of August. The government encountered 158,998 illegal aliens -- 60,714 apprehensions of illegal border crossers and 98,274 encounters at ports of entry who most likely benefited from one of the many parole programs implemented by the Biden-Harris Administration.
Apprehensions were slightly higher in August than in July, but the overall encounter numbers are down. The dip could be a result of policy changes by the administration as we approach the general election, but encounters tend to drop during the hotter summer months. Regardless, the number of encounters is still way above historical norms.
