Big governments with large bureaucracies are incubators for scandals.
In most cases the causes are unaccountable and less than honest
leadership - a combustible combination. The below link provides insight
into at least one program designed to combat those combustible
situations. That program was established in 1978. Here is a brief
description: "Established by the Inspector General Act of 1978,
the Office of Inspector General (OIG) examines all actions of a
government agency or military organization. Conducting audits and
investigations, either independently or in response to reports of
wrongdoing, the OIG ensures that the agency's operations are in
compliance with the law and general established policies of the
government." Sounds good, huh? Yes it does when those having inspector
general oversight responsibilities have integrity. Consider
that "While by law, Inspectors General are under the general supervision
of the agency head or deputy, neither the agency head nor the deputy
can prevent or prohibit an Inspector General from conducting an audit or
investigation. The conduct of the Inspectors General is overseen by
the Integrity Committee of the President's Council on Integrity and Efficiency (PCIE)." http://usgovinfo.about.com/od/thepresidentandcabinet/a/oig.htm
Now let's take a peek at the manner in which the current
administration deals with the inspector general program and you will
learn, at least in part, why it is in so much trouble. See this link. http://www.americanthinker.com/2013/06/obamas_abrading_the_social_fabric.html
