Judicial Watch has filed a federal lawsuit against the State of California on behalf of a political candidate and a state party, claiming the state has failed to keep accurate voter rolls. This lawsuit argues violations of the National Voter Registration Act (NVRA).
● The lawsuit, titled Don Wagner et al. v. Shirley N. Weber, highlights that California has allowed 873,092 inactive voter registrations to stay on the rolls for at least three federal elections, with some being inactive for much longer.

● 326,808 registrations inactive for three elections
● 151,202 for four elections
● 33,922 for five elections or more, tracing back at least ten years.
● The NVRA mandates states to remove ineligible voters, but the lawsuit asserts California does not effectively enforce this, leading to non-compliance by counties.
● Evidence shows that from November 2022 to November 2024, several California counties removed very few ineligible voters from their rolls:
● 20 counties reported removing only 218 registrations while having a total of 3.4 million registered voters.
● Contrastingly, San Diego County alone removed over 300,000 ineligible registrations.
● Judicial Watch points out that recent Census data indicates a significant number of Californians have moved out of state, questioning California's registration maintenance efforts.
● The lawsuit also mentions that 18 counties have more registered voters than citizens of voting age, suggesting issues with the accuracy of voter rolls.
Judicial Watch aims for the court to declare California in violation of the NVRA and to order the implementation of a proper voter roll maintenance program.
