This type of government led and non-government organization execution is
part of a larger effort supporting UN Agenda 21 initiatives. This
particular example regards UN efforts to quietly seize control of
private lands and restrict human activity on those lands. Their basic
tactic is to harass property owners and wear them out emotionally and
drain their resources until they give in. This has been quietly going
on for a number of years under the guise of "sustainability" and because
the Senate refused to sign on to the treaty obligating the US to Agenda
21 mandates, President Clinton enacted it over Senate objections
through an Executive Order. Some land owners have been successful in
