 Elon Musk's Department of Government Efficiency (DOGE) uncovered that the Treasury Department was instructed to always approve payments, even to fraudulent or terrorist groups. This discovery led David A. Lebryk, a long-serving Treasury official, to resign after a dispute over access to payment systems with Musk's aides. The payment system overseen by the Treasury manages over $6 trillion annually, covering payments like Social Security, Medicare, and federal salaries.

Lebryk's resignation occurred after Musk's team sought access to these systems, a request made more pressing after the recent election and reiterated after Trump’s inauguration. The Treasury's payment operations are run by a small group of career officials within the Bureau of the Fiscal Service.

The clash exemplifies ongoing tensions between Musk and federal bureaucrats during the Trump administration. Musk's team has been trying to gain greater control over government functions, and he has criticized the rising national debt as a serious risk to the country. An executive order signed by Trump requires federal agencies to give DOGE full access to unclassified records and systems, which includes the Treasury's payment processes.
