Democrats Introduce Bill to Stop Strikes in Caribbean on Drug Traffickers

Senators Adam Schiff (D-Calif. ) and Tim Kaine (D-Va.) have proposed a resolution aimed at stopping U. S. military strikes on drug traffickers in the Caribbean, claiming these actions were taken without the necessary approval from Congress.

• The resolution is filed under the War Powers Act and seeks to ban military action against non-state drug traffickers unless Congress has authorized it.

• The bill was introduced following two recent military strikes in the Southern Caribbean that targeted boats transporting drugs on September 2 and September 15.

• Democratic lawmakers expressed concern over the lack of information provided about these strikes, including details about the crew and cargo, as well as the legal justification for the use of lethal force.

• President Trump has defended the strikes, stating the vessels were carrying narcotics and posed a direct threat to U. S. national security.

• Schiff emphasized that only Congress has the power to declare war and warned against the risks of unapproved military actions potentially leading to conflict.

• Kaine accused the Trump administration of failing to use standard methods for drug interdiction and highlighted the need for Congress to enforce legal boundaries regarding military force.

• The resolution argues that drug trafficking does not meet the criteria for military action and maintains that U. S. forces can only be engaged in hostilities if explicitly authorized by Congress, albeit confirming the right to act in self-defense.

The proposed resolution illustrates a significant push from lawmakers to reassert congressional authority over military actions while addressing the ongoing challenges of drug trafficking in the region. Schiff and Kaine advocate for prioritizing intelligence, law enforcement, and diplomacy over military intervention.
