Palumbo referenced a 1993 performance report from The Soros Foundations, which outlined how the Soros Foundations Management Training Program collaborated with USAID. This included efforts in countries like Poland and Ukraine and was described as achieving its goals. Soros’ involvement included partnerships with USAID during key political events in Ukraine. A 2017 report from the Heritage Foundation labeled Soros as a major player in shaping USAID's aid efforts, especially under the Obama administration.
The report indicated that USAID's funding was increasingly tied to progressive policies. Joe Biden has proposed a $30 billion budget for USAID in 2025, while attempts to cut its funding faced widespread opposition in Congress. Trump's changes to USAID were seen as part of a broader effort to streamline the government and reduce bureaucracy.
