Nonprofit Funded By Chinese Gov’t-Linked Entities Backs Blue State’s ‘Unconstitutional’ Climate Law

The Chinese-American Planning Council (CPC), a nonprofit organization in New York, has attracted attention due to its connections with Chinese Communist Party (CCP) entities and its support for a new law that would impose significant financial responsibilities on energy companies for climate change.

• The CPC has received over $1.4 million in taxpayer support since 2022, in addition to funding from Chinese state-linked sources.

• The organization advocates for New York's climate superfund law, which requires energy companies to pay a combined total of $75 billion for green initiatives.

• Critics view the CPC as a channel for CCP influence in the U. S., asserting that its policies are harmful to American interests, particularly regarding energy security.

• The CPC's testimony supports the superfund law, and its failure to be included in the budget has been labeled a "shortcoming" by the organization.

• Since 2018, the CPC has accepted almost $445,969 from organizations associated with the Chinese government, including contributions from major state-run banks like the Industrial and Commercial Bank of China and the Bank of China.

• House Republicans are investigating the CPC after a video allegedly showed CPC staff advising illegal immigrants on evading immigration enforcement.

• New York Governor Kathy Hochul signed the climate bill in December 2024, compelling energy companies to pay billions over 25 years, with critics claiming it will raise consumer energy costs.
