California lost 173K private jobs, added 181K public since Jan 2023

A recent report has revealed significant changes in California's job market since January 2023, highlighting a decline in private sector employment and an increase in government jobs.

• Job Losses: California has lost 173,000 private sector jobs, while gaining 181,100 government and government-supported jobs, primarily part-time positions.

• Nature of New Jobs: Of the new government jobs, 38% are for elderly or disabled individuals receiving state funds to pay family members or others for care work.

• Wage and Hours Analysis: Although hourly wages have increased, the average hours worked have decreased, indicating that employers are reducing hours to manage costs, potentially influenced by state minimum wage laws.

• Sector Growth: The California Center for Jobs and the Economy report indicates that job growth in California has largely come from healthcare and social assistance, with over 124,800 jobs in these fields, mostly from government programs.

• Quality of Employment: The report raises concerns about the quality of these new positions, which are predominantly low-paying, part-time jobs and not the "good-paying" jobs promised by state economic goals.

• Sustainability of Job Growth: The report suggests that without public funding and government regulations driving job creation, California's private industry would have seen a decline over the past two years.

• Future Projections: The Legislative Analyst’s Office warns of rising costs in programs like In-Home Supportive Services (IHSS), with expected budget increases due to growing caseloads and demographic changes. The state anticipates a significant budget deficit, projected to reach $30 billion by the end of the decade.

The report indicates a troubling trend in California's job market, relying heavily on government-funded positions, which may not provide sustainable economic growth or quality employment opportunities. Rising costs associated with social programs, combined with a declining tax base and increasing deficit, pose further challenges for the state's financial future.
