Former Senior Adviser to the Federal Reserve John Rogers Arrested for Leaking Trade Secrets to China in Shocking Espionage Scandal

Former Senior Adviser to the Federal Reserve, John Harold Rogers, was arrested for leaking trade secrets to China. He is accused of sharing classified information while working in the Federal Reserve’s international finance division from 2010 until 2021. The charges state that he began leaking information as early as 2018, providing sensitive economic data and details about tariffs and future Federal Open Market Committee (FOMC) announcements to individuals connected to the Chinese intelligence.

Rogers received gifts and lucrative offers from his co-conspirators, who posed as graduate students, including an all-expenses-paid vacation and a position at Fudan University in Shanghai, where he earned $450,000 in 2023. The Department of Justice highlighted that he made false statements during an investigation, affecting the outcome.

The indictment suggests that Rogers exploited his role to provide information that could enhance China’s economic advantage over the U. S. This included passing on confidential U. S. financial data, which could allow China to manipulate the market by gaining advance notice of changes in U. S. economic policy. The Justice Department expressed strong commitment to combating economic espionage and protecting national security.

FBI officials stated that Rogers’ actions could undermine U. S. interests and emphasized the seriousness of the charges. They also highlighted the ongoing Chinese efforts to engage in economic espionage against U. S. financial policies.

The indictment outlines that Rogers accessed sensitive information, including proprietary economic data and FOMC deliberations, which he transmitted to his personal email or printed before traveling to China. He met his co-conspirators in hotel rooms under the pretense of teaching, where he shared the information. Additionally, he allegedly lied to investigators about his actions and relationships with these individuals.

He faces charges of conspiracy to commit economic espionage and making false statements. The investigation is being conducted by the FBI and the Federal Reserve's Office of Inspector General, with the case being prosecuted by the U. S. Attorney's office.
