Trump's Tumultuous Year, From Policy Wins to Impeachment

President Trump ended 2019 with a strong economy, a string of domestic policy achievements-and the notoriety of becoming the third president to be impeached by the House.

For his part, Mr. Trump is defending himself against impeachment and emphasizing trade deals and a strong economy, often with a dose of hyperbole.

"Since Trump's become president we've developed a rhythm of what to expect. Somebody's going to criticize the president, he's going to fight back on Twitter. I don't think it's a grab bag full of surprises any more; it's Trump being Trump," said Mr. Brinkley, a professor at Rice University.

Though his year ended with impeachment, Mr. Trump also closed out 2019 with a phase one trade deal with China and won legislative support for his replacement of the North American Free Trade Agreement as well as funding for a U.S. Space Force.

Democrats played down Mr. Trump's 2019 policy wins and said they were prepared to take him on in 2020.

While Mr. Trump's backers point to his policy wins and the impeachment process as energizing their voters, Democrats also stress that his presidency has galvanized their supporters as well, both through frustration with his policies on issues like immigration and the environment, as well as his confrontational personal style.

Despite gloomy predictions at the start of the year about prospects for an economic downturn-and ripples of anxiety amid the extended trade clash with China-Mr. Trump ended the year on solid economic footing, bolstered by strong jobs numbers and rising wages.
