The group is also pushing racial gerrymander challenges in states like Virginia where a federal court last year ordered new maps.
The Democratic Attorney General declined to defend the GOP Legislature's maps, and the U.S. Supreme Court ruled in June that the GOP state House lacked standing to do so on its own.
Mr. Holder's group also says it will train volunteers on "How to best advocate in front of independent redistricting commissions." After 2010, Democrats in California recruited local partisans and unions to testify to the state's "Independent" commission in support of maps that favored Democrats.
