This is how the federal government blackmails states into submission to its will. It is a violation of the 10th Amendment but congress and the courts have allowed it to happen. Repealing the 17th Amendment and returning election of federal Senators to state legislature would also help states regain some of their power by giving them leverage at federal - the state's hammer would be to recall senators who yield to federal interests over interests of respective states. That was the founders intent.
